I think Mrs Spalding says that because a bomb blew Nickys house to peices and it is a good idea to keep him in the shelter because he wouldn't have anywhere to go
I think that Mrs spalding says that because Nickys house got blowen in half and Nickys mum is a drunk so she cant afford the money to repair the house so thats why Chas thinks its good for Nicky to stay in the shelter.
